Recent storms in Sarasota and Manatee counties
From the National Hurricane Center's reports:
- Hurricane Ian, September 28, 2022: landfall to the south, then record river crests on the Peace and Myakka rivers. Part of I-75 in southern Sarasota County closed for Myakka River flooding, and a North Port gauge recorded 21.45 inches of rain.
- Hurricane Debby, August 2024: 16.98 inches of rain at a Sarasota gauge, the highest total in Florida, with high-water rescues along the Myakka River and in the Pinecraft and Philippi Creek neighborhoods.
- Hurricane Helene, September 26–27, 2024: landfall far to the north, but a surge of 5 to 7 feet above ground reached as far south as Longboat Key, and Anna Maria Island was heavily damaged.
- Hurricane Milton, October 9, 2024: Category 3 landfall on Siesta Key, with 4 to 6 feet of surge from Longboat Key to Venice and more to the south.
Some homes were hit more than once, so mold from one storm can hide behind repairs from the next.
What a storm mold cleanup typically involves
Every job differs, but a careful written quote usually covers these steps.
Document and extract
Photos, moisture readings and water removal. Records made now help with claims later.
Flood cut and tear-out
Wet drywall is cut away above the water line, and soaked insulation, carpet pad and swollen cabinets come out.
Dry with measurements
Dehumidifiers and air movers run until meters show framing and slab are dry.
Contain and remediate
Where mold has started, a licensed remediator sets up containment, HEPA cleans framing and removes what can't be saved.
Check, then rebuild
An optional clearance test by a separate assessor, then a rebuild with any permits the city or county requires.

Insurance and claim deadlines
Many Florida homeowners policies limit mold coverage, often to $10,000, a limit that became standard after state-approved endorsements in 2002 and 2003. Check your declarations page. Flood damage goes to a flood (NFIP) policy; wind, roof and plumbing damage usually goes to the homeowners policy. Under s. 627.70132, a hurricane or windstorm claim must generally be reported within 1 year of the loss (18 months for a supplemental claim). Coverage depends on your policy, so ask your insurer before you sign a contract.
FEMA guidance says NFIP policyholders are responsible for minimizing the growth and spread of mold, so document, dry what you can and keep receipts. Ask your flood insurer what that means for your claim. See does insurance cover mold in Florida?
Permits for the rebuild
Mold cleanup itself usually isn't permitted work, but rebuilding often is. In unincorporated Sarasota County, removing drywall doesn't need a permit, but replacing drywall more than 2 feet above the floor does (Building Official letter, October 2024). In Manatee County, drywall repair outside a flood zone generally needs no permit; in a flood zone, repairs need a permit and a substantial-damage review. The City of Sarasota requires permits for most work. In other cities, check with the city building department. Your rebuild contractor should confirm and pull any permit.

Health: what the EPA and CDC say
The EPA and CDC describe the main health effects of indoor mold as allergic and irritant reactions. People with asthma, allergies or a weakened immune system may be more sensitive. If anyone in the home has symptoms, see a doctor.
When to call a company, and when DIY is fine
Florida's mold-licensing law covers mold growth over 10 square feet (s. 468.8411). For smaller areas, EPA says you can usually clean it yourself. Homeowners may also work on their own home (s. 468.841). Storm damage is rarely small, though. Get quotes when:
- Flood water, surge or a sewer backup reached the floors or walls
- Drywall, insulation or carpet stayed wet for more than 48 hours
- More than one room is affected, or mold is inside walls or the air handler
Questions to ask every company
- Your DBPR license number? (Check it at myfloridalicense.com.)
- A written contract (s. 468.8422) with scope, drying plan and price?
- Proof of insurance? Remediators must carry at least $1,000,000 in general liability (s. 468.8421).
- A written remediation plan and moisture readings for my insurer?
- A clearance test by an independent assessor from a separate company, if I want one?

Storm and flood mold questions
How soon does mold grow after a flood or hurricane?
Fast. EPA advises drying water-damaged areas and items within 24 to 48 hours to prevent mold growth. After a storm, power outages and humid air can make that hard. If drywall, insulation or carpet stayed wet longer than two days, assume mold may be growing inside, even if you can't see it yet, and get it checked.
Does flood insurance cover mold?
It depends on the policy and the cause. Flood damage goes to a flood (NFIP) policy, while wind, roof and plumbing damage usually goes to the homeowners policy. FEMA guidance says NFIP policyholders are responsible for minimizing the growth and spread of mold, so document and dry quickly. Ask your insurer what your policy covers before you sign a contract.
How long do I have to file a hurricane claim in Florida?
Under s. 627.70132, a hurricane or windstorm claim must generally be reported within 1 year of the date of loss, and a supplemental claim within 18 months. Flood claims under an NFIP policy follow that policy's own rules. Report as early as you can, and keep dated photos, receipts and written records of everything you do.
Do I need a permit to replace drywall after a storm?
Often, yes, for the rebuild. In unincorporated Sarasota County, removing drywall doesn't need a permit, but replacing drywall more than 2 feet above the floor does (Building Official letter, October 2024). In Manatee County, flood-zone repairs need a permit and a substantial-damage review. Cities set their own rules. Your rebuild contractor should confirm and pull the permit.
